When an element (could be a photo, sticker or text) is placed on the lower part of the page, the toolbar appears above the selected element causing it to cover the "rotate" or "tilt" feature.
Workaround to use the rotate/tilt feature
To use the "rotate" or "tilt" feature but it covered by the toolbar, move the element higher on the page to allow the toolbar to appear at the bottom then rotate the element. Place it back to the original position after rotating the photo.
